Disley Parish Council Statement
Phase 1 consultation
We are aware that many residents will have received information about Peak Cluster through their door in the last couple of weeks. Councillors have also received direct communication, as is required, and have begun our involvement in this process and this will continue.
I wanted to make information available to ensure you, your neighbours and our community, are able to access information and get involved in this important consultation process.
Background
Four major cement and lime producers have come together to form Peak Cluster. This will be the world’s largest cement decarbonisation project. Peak Cluster will use technology known as carbon capture and storage, to capture the CO2 as it is released during the manufacturing process. This will then be transported via a new underground pipeline to be stored permanently under the East Irish seabed.

High Lane Development Proposal
DISLEY PARISH COUNCIL STATEMENT
Stockport Local Plan’s – High Lane development proposal for 1,000 houses.
Disley Parish Council (DPC) would like to express its major concerns regarding proposals for 2 developments in High Lane as a part of the Stockport Metropolitan Borough Council’s (SMBC) Local Plan.
1,000 new houses will be built adjacent to A6 on fields recently redesignated from Green Belt to Grey Belt land in High Lane.
DPC believes the proposed developments will have a significant impact on the villages along the length of the A6, particularly Newtown, Disley and High Lane during the development period, upon completion and thereafter.
A count of traffic in High Lane, carried out by the Department of Transport, evidenced a 32% increase in vehicular movements between 2019 and 2023 following the opening of the A555. This increase has resulted in the severe congestion between Disley and High Lane village regularly experienced by A6 road users, with traffic often at a standstill at peak times and the increased use of rat runs through surrounding residential areas. Also noted is the large increase of HGVs now using this route, which in turn exacerbates the environmental concerns already expressed over many years, including poor air quality and the damage to and deterioration of our road surfaces.
SMBC Local Plan also proposes additional developments in Hazel Grove and along Torkington Road/Offerton Road which will give a total of more than 2,200 new properties.
DPC is particularly concerned to learn that there are currently no plans for any highways, utilities, public transport or other infrastructure improvements in an attempt to mitigate the impact these developments will have.
DPC is of the opinion that a collateral effect of the housing developments proposed along the A6 corridor will be a further increase in traffic on the A6, on adjacent roads and at accesses to the A555.

I’ve been a resident of Disley for 8 years and proud to take up the role of Disley Parish Councillor. My career has always been in people communications.
Firstly, in national press, crossing over into agencies in senior management roles. The highlight, becoming an Agency Director at McCann Ericson, which led to me running my own agency.
My experience includes looking after the people communications for international and corporate clients across many sectors and many organisations within government, public sector and charity organisations.
I hope to bring that experience, working with my fellow councillors and colleagues at DPC to support and serve our residents and our business community in the best way I can. Showcasing and being a champion for Disley village and wonderful community we are.

ELIGIBILITY REQUIREMENTS: To be a Councillor you must be:
- A British, Commonwealth or EU citizen.
- Aged 18 years or over.
- In one of the following categories:
- appear on the Electoral Register for the parish,
- have lived in (or within 3 miles of) the parish for at least a year.
- have had your main place of work within the parish for at least a year.
B5470 Macclesfield Road, Rainow – Update
All investigations have been completed on site and the lab testing completed following the ground investigations. The options report is currently being produced to determine suitable solutions for the embankment repair, and the final report is due to be completed mid-August. On receipt of the options report Cheshire East will select the most suitable option for delivery with the recommended option determined through comparison of cost, constructability, environmental impact, and programme duration. The chosen option will then be taken through detailed design and technical approval and CEC are currently estimating this to be completed by early October, though this will be determined by the complexity of the design.
Following the completion of the design, CEC are currently estimating for work to commence on site late Autumn, with completion late Winter/early Spring, and due to the scale and complexity of the repair, they are currently estimating a total cost of circa £1m. They will have more detail on the construction dates, duration, and cost in early September once the final option has been reviewed by the construction team.
Cheshire East understand that this is not the ideal time to undertake works in the Peak District due to the weather that will be encountered, though with consideration ,they have decided to undertake the work to get the road opened as soon as possible rather than delay construction until later in 2026. Please note that access for pedestrians and cyclists will be maintained through the construction phase via a dedicated walkway away from the works area.
As the works are in the Peak District, they are liaising with the Peak District National Park Authority to ensure that all proposals comply with relevant planning legislation. They do not anticipate any issues with planning as they’re undertaking the repair of an embankment supporting the highway, to be confirmed once the design has been completed.
They will continue to update on the Cheshire East webpage and via their highways X account @CECHighways as more information becomes available.

Library Consultation
Cheshire East have to make significant savings in libraries over the next two years. They are proposing a way forward with this consultation/draft strategy and asking the public to provide their feedback.
We would encourage all Disley residents to complete the survey, where you will get chance to feedback about Disley Library and the proposed new hours.

Important Changes to Cheshire East Recycling Centres
From Monday, 5th August, there will be some key updates to household waste recycling centres (HWRCs) in Cheshire East:
Closures:
– Bollington, Poynton, and Middlewich HWRCs will be temporarily closed starting at 5pm on Sunday, 4 August.
Extended Hours:
– HWRCs in Alsager, Crewe, Macclesfield, and Knutsford will remain open for an extra hour on weekdays.
Weekend Visits:
– Advance online booking is now required for visits during weekends or Bank Holidays.
These emergency changes are separate from the ongoing review of longer-term HWRC service, a public consultation on which recently closed. For the latest updates and information, visit Cheshire East Council’s website here.
